“Good evening, ladies and gentlemen!” Mallory Imburleigh stood very naturally on the stage, commanding the attention of the room. “The Imburleigh Armament Company is honoured to host such a fine crowd of men and women, and I would like to thank you all for coming. It was easy to decide the sort of guests that I wanted to invite when Governor Winter came to me with the idea for this function. The Governor’s proposed police force is a revolutionary idea, set to forge a new age of peace and safety. With a united, organized police force, Governor Winter hopes to investigate criminal activity to a degree that isn’t yet possible and bring resolution to violent crimes more efficiently than ever before.”

Imburleigh paused as someone started clapping. She smiled.

“Thank you, my friends, thank you. It’s clear that Yaelsmuir craves peace and stability. Our Governor will give it to us. A hundred years ago, when our people were threatened by lawless tainted who used their dark abilities to bring death and violence, a wise man saw the path to pacification. And so the National Tainted Registration Authority was created, forged in fires of violence and strife. The first brave men and women who took the tin fought a war within our borders against those that would tear our civilization to pieces. You, my friends, are the descendants of those first Officers. Perhaps you are not related by blood, but you are brothers and sisters nonetheless.”

Kazrani seemed to be bursting with pride, her chest swelling as she was swept up by the applause that rippled through the crowd. Tashué crossed his arms over his chest, taking a deep breath. Even though the applause made some primal part of him shiver, he felt no pride. Imburleigh’s speech seemed to highlight all the things he disagreed with. He couldn’t applaud for the idea that people like Stella and Jason and Rhodrishi were ‘lawless and violent’.

“And so, when Governor Winter seeks to create a force of men and women who must stand against violence for the safety of the people, he looks to you,” Imburleigh continued. “He will model his police force after you. Remember that you now have two roles. Firstly, you are Regulation Officers, trusted by the Dominion entire to protect them from the tainted. And secondly, you stand as an example for the police force to come, as something to emulate for the next wave of courageous men and women who are willing to take up the fight against crime and violence in this city, in this province and eventually, in the Dominion entire.”

Kazrani elbowed him this time when another applause broke out but he kept his arms crossed. Trusted by the Dominion entire to protect them from the tainted. Forcing a man like Moore into madness rather than giving him an opportunity to save himself from the Wrath.

“And so Governor Winter asked me to invite you all here today,” Imburleigh went on. “He wants to honour you. And he wants you all to bear witness to my pledge.
